Reverse brain drain

Forbes is carrying an article in the phenomenon of reverse brain drain happening in US of A. Due to the slow down in the US tech sector, a lot of immigrant works in the industry have been going back to their countries and starting their companies. This I guess is not news any more. What is interesting is the fact that the writer feels that the exodus is going to be irreversible. Those who are leaving now are not going to come back. Nor are many new faces going to come to US, resulting in US becoming "second-class citizen in the world of IT".
That is an interesting take. This, I guess is the time the governments of India and other developing nations with huge resource pool should be investing in improving IT infrastructure and the overall support to start-ups. It looks like Indian government is on the right track. According to this article at The Economic Times, Indian Govt. is planning to take minority stake in IT start-ups. "We are finding ways to redirect funds and apply it in a manner which is not individual project appraisal and approval based," Secretary in the Ministry, RR Shah, said here.
