Bicycle lock puzzle

Something that came up for discussion in our security group meeting - You have bicycle. You locked it somewhere. Another guy came and locked your bicycle again with his own lock. The bicycle does not have anything like a unique serial number or a license that you can prove to others as being yours. There is no way for third parties (police, locksmiths, etc.) to decide whose bicycle it is. For instance you might get into trouble if you try to cut the guy's lock because a third party may think you are the thief or the locksmith will not want to help you to avoid any trouble himself. What do you do?
Very relevant question in a place like Amsterdam.
